DESCRIPTION
Re-initializes all hardware and control settings of a communications device, with values from a device control block without affecting the input and output queues.
PARAMS
handle [In] The communications device.lpdcb [Out] The device control block.
RETURNS
TRUE on success, FALSE on failure, e.g., if the XonChar is equal to the XoffChar.
IMPLEMENTATION
Defined in "winbase.h".
Implemented in "dlls/kernel32/comm.c".
